一、堅定維護全球產業(yè)鏈供應鏈穩(wěn)定暢通。維護全球產業(yè)鏈供應鏈韌性和穩(wěn)定是推動世界經濟發(fā)展的重要保障，符合世界各國人民共同利益。我們倡議，堅持市場原則，以實際行動深化產業(yè)鏈供應鏈國際合作，攜手推動貿易和投資自由化便利化，推動減少貿易和投資壁壘，促進資源要素有序流動，維護貨物服務生產和供應體系，提高國際物流效率，促進全球分工合作，共同維護全球產業(yè)鏈供應鏈穩(wěn)定順暢，為促進全球經濟循環(huán)、助力世界經濟增長、增進各國人民福祉作出貢獻。
二、堅持創(chuàng)新驅動發(fā)展。新一輪科技革命和產業(yè)變革深入發(fā)展，深刻改變著生產方式、生活方式和社會治理方式。我們倡議，合力挖掘創(chuàng)新增長潛力，努力深化技術創(chuàng)新合作，聚焦技術發(fā)展趨勢，鼓勵各國企業(yè)在創(chuàng)新鏈價值鏈的不同環(huán)節(jié)不同層次聯(lián)合開展技術合作研發(fā)，共同推動技術進步和產業(yè)發(fā)展，推動完善全球科技治理，強化產業(yè)鏈人才交流，推動科技成果轉化。我們支持各國政府加強知識產權保護，加速產業(yè)鏈上下游科技成果向生產力轉化，促進科技同經濟深度融合，努力推動科技創(chuàng)新成果惠及更多國家和人民。
三、拓展綠色經濟合作。當前，全球氣候變化、環(huán)境污染、資源匱乏等挑戰(zhàn)日益加劇，綠色發(fā)展已經成為全球經濟增長和社會發(fā)展的共同追求。我們倡議，遵循《聯(lián)合國氣候變化框架公約》及其《巴黎協(xié)定》的目標和原則，鼓勵綠色生產生活方式，推動綠色技術、綠色工藝、綠色產品在各領域各環(huán)節(jié)的應用，促進綠色規(guī)劃、綠色投資、綠色生產、綠色流通，加強綠色農業(yè)、清潔能源、環(huán)境治理等方面技術合作，推動全球發(fā)展邁向平衡、協(xié)調、包容新階段，共同努力建設綠色低碳的產業(yè)鏈供應鏈。
四、推動數字經濟發(fā)展。當前，全球產業(yè)體系和產業(yè)鏈供應鏈呈現(xiàn)多元化布局、數字化加速的態(tài)勢。我們倡議，建設開放包容、非歧視的數字經濟，推動數字技術創(chuàng)新應用，推動加強產業(yè)生態(tài)融合發(fā)展，深化開源領域國際交流合作，在尖端數字技術、關鍵軟件、人工智能、機器人、物聯(lián)網、創(chuàng)新集群和科技園區(qū)開發(fā)、初創(chuàng)企業(yè)孵化和發(fā)展等領域開展科研和規(guī)劃協(xié)同，支持企業(yè)加強信息通信、云計算、數據中心、智慧城市等數字基礎設施建設領域的合作，擴大行業(yè)人才交流，培育數字經濟新產業(yè)、新模式、新集群，推動生產方式變革，共同促進產業(yè)數字化轉型。
五、發(fā)揮工商界獨特作用。工商界是全球產業(yè)鏈供應鏈的參與者、推動者、受益者。貿易投資促進機構和商協(xié)會是聯(lián)系政府和工商界的重要紐帶，是助力各國企業(yè)開展經貿交流和產業(yè)鏈供應鏈開放合作的重要橋梁。我們倡議，全球工商界聚焦共同利益，加強對話合作，積極參與國際分工，深度融入全球產業(yè)鏈供應鏈價值鏈，在提升產業(yè)鏈供應鏈穩(wěn)定性、推動經濟社會發(fā)展中發(fā)揮更加重要的作用。各國貿易投資促進機構和商協(xié)會要充分發(fā)揮獨特優(yōu)勢，強化專業(yè)服務，多渠道為企業(yè)提供各類宣傳和培訓，搭建更多經貿合作平臺，推動政企對話、公私合作，支持各國政府加強宏觀政策協(xié)調，推動營造公平、透明、穩(wěn)定、可預期的營商環(huán)境，促進各國產業(yè)鏈供應鏈融合，深化務實合作，依法保護投資者權益。
我們歡迎更多國家工商界加入本倡議，攜手構建更具平等性、包容性和建設性的產業(yè)鏈供應鏈伙伴關系，合力構筑安全穩(wěn)定、暢通高效、開放包容、互利共贏的全球產業(yè)鏈供應鏈體系，共同建設一個美好繁榮的世界。
我們期待明年與各國工商界在第二屆中國國際供應鏈促進博覽會上再次相聚，深化交流合作，為全球產業(yè)鏈供應鏈穩(wěn)定暢通貢獻更多力量。
On November 28, 2023, the Opening Ceremony of China International Supply Chain Expo (CISCE) and the Global Supply Chain Innovation and Development Forum was held in Beijing, China. Under the theme of "Connecting the World for a Shared Future", the China Council for the Promotion of International Trade (CCPIT) and representatives from the global business community conducted extensive, in-depth, and fruitful exchanges and reached a series of consensus. Therefore we jointly issue the following initiatives.
First, we will firmly maintain the stability and smooth flow of global industrial and supply chains. Maintaining the resilience and stability of the global industrial and supply chain is an important guarantee for promoting world economic development and serves the common interests of people around the world. We propose to uphold market principles and take concrete actions to deepen international cooperation in industrial and supply chains. In order to promote global economic circulation, boost world economic growth, and improve the well-being of people in all countries, we should work together to advance trade and investment liberalization and facilitation, reduce trade and investment barriers, improve the orderly flow of resources and factors, maintain the production and supply system of goods and services, enhance the efficiency of international logistics, optimize global division of labor and cooperation, and jointly maintain the stability and smooth flow of global industrial and supply chains.
Second, we will stick to innovation-driven development. A new round of scientific and technological revolution and industrial transformation is gaining momentum, profoundly changing the way of production, life, and social governance. We propose to jointly tap the growth potential of innovation, deepen cooperation in technological innovation, keep pace with technological development trends, encourage enterprises of all countries to jointly conduct technological research and development in different links and levels of the innovation chain and value chain, jointly promote technological progress and industrial development, improve the global scientific and technological governance, strengthen the integration of talents in the industrial chain, and promote the transformation of scientific and technological achievements. We support governments to take actions in strengthening IPR protection, accelerating the transfer of scientific and technological achievements from upstream and downstream of the industrial chain to productive forces, promoting deeper integration of science and technology with the economy, and working hard to bring benefits of scientific and technological innovation to more countries and people.
Third, we will expand cooperation on green economy. At present, global challenges such as climate change, environmental pollution, and resource shortage are intensifying, and green development has become the common pursuit of global economic growth and social development. We propose to follow the goals and principles of the United Nations Framework Convention on Climate Change and the Paris Agreement, encourage green production and lifestyle, promote the application of green technologies, processes, and products in all fields and sectors, and promote green planning, investment, production and circulation. We will strengthen technical cooperation in green agriculture, clean energy, and environmental governance, push global development towards a new stage which is balanced, coordinated, and inclusive, and work together to build green and low-carbon industrial and supply chains.
Fourth, we will promote the development of the digital economy. At present, the global industrial system, as well as the industrial and supply chain are showing a trend of diversified layout and accelerated digitalization. We propose to build an open, inclusive, and non-discriminatory digital economy, promote the innovative application of digital technologies, strengthen the integrated development of industrial ecosystem, deepen international exchange and cooperation in the open-source domain and carry out synergized scientific research and planning in cutting-edge digital technologies, key software, artificial intelligence, robotics, the Internet of Things, the development of innovation clusters and science parks, and the incubation and development of start-ups. We will support enterprises to strengthen cooperation in digital infrastructure construction such as information and communication, cloud computing, data centers and smart cities, expand exchanges of industry talents, foster new industries, new models, and new clusters of the digital economy, promote changes in production methods, and jointly promote industrial digital transformation.
Fifth, the business community should play a unique role. The business community have participated in, contributed to and benefited from the global industrial and supply chains. Trade and investment promotion institutions and business associations are important links between the government and the business community. They are important bridges to assist enterprises from different countries in conducting economic and trade exchanges and open cooperation in the industrial and supply chains. We propose that the global business community focus on our common interests, strengthen dialogue and cooperation, actively participate in the international division of labor, deeply integrate into the global industrial chain, supply chain and value chain, and play a more important role in improving the stability of the industrial and supply chain and promoting economic and social development. Trade and investment promotion institutions and business associations in different countries should fully leverage their unique advantages, strengthen professional services, provide information and training to enterprises through multiple channels, build more economic and trade cooperation platforms, facilitate government-enterprise dialogue and public-private cooperation, encourage governments to strengthen macro policy coordination, promote the creation of a fair, transparent, stable, and predictable business environment, enhance the integration of industrial and supply chains in various countries, deepen practical cooperation and protect the lawful rights and interests of investors.
We welcome the business communities of more countries to join this initiative and work together to foster an industrial and supply chain partnership which is more equal, inclusive, and constructive. Together, we will build a safe, stable, efficient, open, inclusive, and mutually beneficial global industrial and supply chain system for a beautiful and prosperous world.
We look forward to meeting with the business communities of all countries again next year at the 2nd CISCE, to deepen the exchange and cooperation among each other, and to contribute more strength to the stabilization and smooth flow of the global industrial and supply chains.
